It would help if you gave them full sun. That's probably where you've lost most of the growth. They can tolerate full sun, especially in your climate.
its 23 degrees today, the plants are actually 10/11 days through the soil, how much direct sunlight would you give them?Perhaps they would do better outside the greenhouse? I don't know what temperatures you get in there or if it blocks sunlight in any meaningful way.
Be cautious of overwatering. Let the substrate dry out between waterings. It doesn't look like your soil is very airy, that might be why they're growing slower than expected. Don't worry though, plenty of growing season left!

Yes, they do just fine in full sun. They're used to even hotter and more intense sun than you can provide in Germany.So even at this early stage? 11 days old? (not 3 weeks)

3 weeks now and a marked improvement.They look pretty small and underdeveloped for three weeks, honestly. 18 hours of light is good, but not too bright. Leaves look a little faded. Could mean too much water or light? Good luck.

Mine started slow too but my light inside might of not been the best. They’re thriving outside now I’ve been training and topping them to and left one regular been topped once to the 4 or 5th node . Just to see what the efforts pay offLooking good!!!
