Ukraine has not presented such a target. Their forces are well-dispersed. One or two nukes in the 20-kt class won’t achieve much, except to bring Nato down on their heads.

They have no trained pilots, poorly maintained aircraft and use mostly dumb bombs, so they need to come in low and are vulnerable to manpads. If these guys were gonna show up in any numbers, they would have done so long ago.Whatever happens, it's going to be ugly...My biggest concern would be the russians finally starting to use their airforce. Supposedly half their beloved White Swans (Nato name Blackjack) are flyable. They can lift a bigger load than anything else. They sold their fuel on the black market instead of training pilots, they sold their fighter aircraft around the world and the military stole spare parts for them and sold them on the black market. The more high tech the military service the more vulnerable to corruption and the more valuable the equipment with the airforce followed by the navy and finally the army, they were among the biggest gas stations in Russia before the war. I think corruption is the answer as the where the Russian airforce is, corruption is endemic and permeates all levels of society. If they nuke a civilian population center, we will likely be treated to a lesson in the capabilities of Nato air power, with the B-2 front and center.
