The ones who created the problem with a fraudulent study are rich and so are the companies they ran and own who profited from it while addicting tens of millions. They did it with bought and paid for government approval and it was only when people were dropping like flies, and it was all over the news did they act. No criminal liability, some joke fines and the guilty get off scott free with a settlement. Meanwhile the Chinese undercut the established market with black market fentanyl. This was a problem manufactured in corporate boardrooms and paid for with political bribes decades ago. We used to have a problem with the down and out buying cheap booze. The government upped the price. Then they started drinking Lysol or other non-edible products that contain alcohol. Every time they knock down a nail another pops up that is worse.
