The Wikipedia article wasn't very clear. The basic idea is that a country isn't constrained by debt in the same way a household or business is. A country that has control of its currency is able to just print money to meet those obligations. There are obviously going to be limits, but not like what gets trotted out now as concerns. The USA is in a particularly sweet ass position when it comes to that, we are the world's currency and reserve. It's why treasury bonds are so sought after. We can borrow indefinitely.
Not raising the debt ceiling is one of the few things we can do to topple ourselves as the leading nation. It's stupid.
