It has mange and that crap can be passed to your pets from the lice on it. I'm amazed it's as fat as it is as they usually get really skinny by that stage. It needs to be captured and treated or euthanized to stop it's suffering.
Because of idiots feeding them it will spread through contact with the others gathering around the food. It's really affecting the black bear population in VA and it's so sad to see.

That's what made me wonder a little too, it's skin was really in good shape. Maybe it just got scared really bad and it's hair just fell out. Looked in the wrong window and arghh, no more hair.
