When did you sprout the seeds for your plants? An older plant will more readily flower outside than a younger one. I'm at 56°N and photo plants start flowering about now while our days are still 15 hours long but we've had frost before the end of Aug so I'm growing autos outside now. Thanks to global warming we don't seem to get frost until the middle of Sept now. I cropped my two plants last year on Sept. 11 and should pull the 5 I have going out there this year about the same time as they are the same strain sprouted the same time as last year.

Shortly before mine sprouted during the first week of June. Due to rain and colder temps I didn't plant them until July 2. Smaller this year than last so next year I'll sprout the seeds in larger pots so they don't get root-bound in a month. Autos don't like that.
I'm not sure if they are Sativa or Indica I was given a few seeds from a family friend who told me the name and he warned that they were not feminized. Also, I have limited grow space and they only recieve 8 hours of direct sunlight each day and get indirect sunlight the rest of the day. Maybe that has a big part in it? They are my F1 fem seeds so that may have influenced the difference but it was a lot cooler summer so far compared to last year when we had two heat domes during July. Stinkin' hot but the plants really seemed to love it.
Yours are definitely sexually mature by now so it's odd that they aren't showing lots of pre-flowers at least. What strain is it as sativa dominants are slower to begin flowering than indicas and take a lot longer to finish flowering so not a great choice for when you have a shorter season. My first try here almost 20 years ago was with Kali Mist and frost got them soon after they started budding. 14 week flowering time indoors but I wasn't as educated about these things then.
I live across the border east of you. Mine are just starting to hit preflower now, first hairs coming out.

A light frost maybe but when you go from +10C one night to -10 the next your plants are dead. Mine sure were!
If that's not a ball and it turns out to be a late bloom sativa and the chances to finish are slim like you say, and moving plants inside is not an option, then my only action will be to cut them down way early and get whatever flower I can? Correct? Like let em go until a frost or two and then chop em down?
