If you have the room the tent is in cooled you shouldn't be having a heat issue with the light turned down like you do.
This is how I have my filter, fan, and light setup. The 6" filter is in the top left corner behind the fan. I'm pushing air not pulling it.
I run 3 open passive intakes on the bottom of the tent that have filter material covering them to prevent dust, bugs, etc... from getting inside. The air coming from the bottom to the top creates a vortex and when you stand inside the tent with the door closed and the fan on you can feel the airflow. I only run the fan at around 30%. I run at night and the temps are fine until it gets towards the end of June and we start getting 90°F temps and it doesn't cool down at night. Then I shut down until the end of August and the nightime temps are cool enough. During the shutdown I grow plants outdoors. So it works out just fine for me.
