Many of the members of the Congressional Black Caucus did try to get rid of some of the more punitive elements in the bill, but in the end they decided to go with the president and support the final bill.

Biden wrote that bill and I hold him accountable for the effects the bill he wrote had when considering his qualifications to run as a nominee for my party. If Biden were somebody else's congressman and I had no say in it, I'd be glad to see my congressional reps work with him. Same goes for all the other congressmen who voted for that bill. Doesn't matter the color of their skin.
