Exactly what he has accomplished anywhere - nothing. The only thing he has "acheived" is an unpaid for tax cut that benefits the wealthy. But that was mostly a product of Congress and even the Republicans said he seemed to have "no head for the details".
But he makes poor white opiate addicts feel better about themselves despite their declining prospects so it's all good.
