Consent would require the necessary cognitive ability to make informed dicisions, especially those which are sexual. So absolutely not, thenhuman brain isn't fully mature tilltthe early to mid twenties. I do believe that puberty (speaking from my experience as a young man) is a hormonal phase in a person's maturing, where the individual is immediately inundated with hormones that modify the behavior, sex/gender characteristics of the individual, and due to the male hormone testosterone, that leads to somewhat less rational(more irrational, reckless) behavior, and agression. For girls who enter puberty, it's similar, women when they menses begin, will have similar sexual urges that we humans had to have evolved with.asexual individuals likely won't reproduce to carry on their genetics, or at a much lower level than their contemporaries.
historically, males who where pedophiles, almost immediately had a garuntee of a mate not ever having a sex partner with diseases(std's) or any other hindrances(such as a prior child to look after), in evolutionary terms they cheat the system, by selecting mates prior to sexual maturity, while ordinary people would have to compete with other men/women for mates. There's evolutionary reasons for why pedophiles exist, iIbelieve it is genetic, as in, nobody chooses to have these urges, same goes for rapists, and explanations as to why rape exists as a method for reproduction(specifically male>female) doesn't excuse it. I agree it's wrong, and i believe in trying to understand the vast human sexual spectrum, from predatory types, to understanding asexual phenotypes that exist among us.
If there was a vaccine for pedophilia, I'd recommend people give their children the shot, as early as possible, but considering I was a horny teenager (I'm talking about being 13-17) who constantly tried to get laid and fuck my classmates, I would prepher that the vaccine for ephebophilia, be given once you get to a certain age (maybe 16-18 years old) and I'd wonder what the efficacy of the latter would be at such an early age, would having early-mid teens only sexually attracted to adults and NOT their peers be some moral leap forward? This is a really awkward topic to even discuss, but I hope you have an idea as to what I'm trying to describe with this vaccine thought experiment, what if we could make teens asexual till the day they become full adults, and then somehow turn that switch on to where they can adequately give concent. Some might say that mentally Ill, challenged people cannot consent to sex, and on some level, I agree, if I took a retarded pill that dropped my IQ 50 points, I don't know if that version of me could ever adequately give consent. I've actually brought this up to my psyche professor before(in private), and she basically said, they are legally able to consent past the age everyone is.
