i may fork out and go with COB , what standard or type of COB would be good for me im in 1.5 x 1.5 tent growing in a wilma 10 pot hydro drip system, i may also throw another 6-8 plants into this tent besides my wilma.

With a 1.5m x 1.5m tent its going to look damn expensive even to build your own COB in comparison to what you will have payed for those vipars. The difference however would be like chalk and cheese.
Them vipars only run at 269 real watts per light. Which is probably good enough to light 6 square foot and your looking at 25 square foot in your tent.
You want to be looking at COBs like cxb3590s, citizen 1818, cxm22 or vero29s .
But to be honest as far as value and simplicity goes (since not everyone wants to jump straight into building a light) google Horticultural lighting groups HLG 600, that will light up a 5x5 tent really well.
Just to give you a rough idea, my COB light, which I built probably cost me around £450 for around 700 real watts in half my 8x4 and puts out the similar to 1000w HPS. In the other half of my 8x4 I run Quantum boards, which are even more efficient and I run about 570w on that side, they cost me £400, again produce around the same light as 1000w HPS.
You would probably need 4 of those vipars to do the same job as a HLG 600. In the end the total price would be about the same but the power consumption on the vipars would be higher and the performance not as good.
Please though, don't take my word on it, have a look at what most of the folks growing quality with LEDs are using.
