Fan leaves are speckled. You definitely have mites.
Look on the undersides of the leaves using magnification & you will see them.
This leaf has textbook mite damage:

Thanks, I'll take a look and get the Neem Oil going tonight. First time outdoors, I was lucky enough not to have this problem when I had a room.

Glad I could help. I've had mites too many times to count...
Since you are outside, you will probably get some help from mother nature. Tiny spiders and predatory mites might be able to keep the bad bugs in check, but you never know.
One product I like to use on outdoor plants is SNS209. It doesn't actually kill bugs, but it makes your plants taste bad to them. Since there are lots of better options outside, the mites will relocate. It takes two weeks for the active ingredient (rosemaric acid) to metabolize, so quit using it a few weeks before harvest & you'll be fine.
NOTE: SNS209 does *not* work well indoors because the mites have no better options for food. Eventually they get used to the taste and it becomes completely ineffective.
