I don't think it was OK for Democrats to push segregation in the first place. Not in the white riots in Chicago, Detroit and LA, not even in all those northern cities after wwII that deemed developments for whites only like Levittowns in Long Island and Bucks County PA.
Should be easy for you to remember. Bucks County PA was whites only. Not for coffee, for existence. It was a nation wide problem perpetuated by Democrats, highly publicized in the South with pulpit style politics. Fucking embarrassing but in Birmingham they loved the Governor, boo booo boo now we all did what we could do.
State Democrats mandating that businesses had to segregate was evil. Federal Government mandating what businesses had to do was not, although I don't think it was ideal in general. Why not just make the case that states have not right to segregate anything at all?
Besides, you speak of civil rights as if it were only a black and white issue because as

"Title VII allows for any employer, labor organization, joint labor-management committee, or employment agency to bypass the "unlawful employment practice" for any person involved with the Communist Party of the United States or of any other organization required to register as a Communist-action or Communist-front organization by final order of the Subversive Activities Control Board pursuant to the Subversive Activities Control Act of 1950.[48]
