The whole "bad teachers" issue is fraught with political bs, parents and the issues outside of the classroom. School funding for one. Lazy parents for another. Kid's attitudes too. I challenge you to find a non-partial analysis that shows what you claim. The reason I doubt you'll find it is because student performance is only slightly affected by the teacher. There are plenty of cases where earnest and hard working teachers are defeated by shitty school systems. So, blame the teacher.
