What you cited were a system of bureaucratic rules set out to cover the asses of higher level managers. People don't actually follow them anywhere to the letter. Mostly because doing so would take many more people than Congress will authorize. When records keeping gets really shoddy and the shit hits the fan, somebody might get fired or more likely busted a rank. Maybe a lower level manager will get reassigned but what you cited was a standard for employees to follow and not criminal statutes.

Deliberately releasing confidential information is a criminal violation but that's not what the report said she did. It doesn't matter how much you want her busted, it only matters what she did, her intent and what investigators can uncover.

SHE DID NOT COMPLY WITH THE FEDERAL RECORDS ACT

The federal records act is a law. The secretary of states departmental policies were implemented to follow the Federal Records Act LAW. When she violated the departmental policies she violated the UNDERLYING LAW.

She broke the law. Will she be indicted? Dunno.... Obama is dirty dirty dirty too...

Have you read anything that said anything about charges? What you cite are standards and not criminal or even civil codes.
