Between two LED lights...

Be prepared to spend some serious coin when building cob Systems. This is a 8 cob setup , run by two 250-1400 drivers.I bought the parts and assembled , around $900

And worth every penny. Will run circles around every $1600 lamp on the market, and go toe to toe or outperform a 1k HPS (after factoring in energy savings)

My 1st post. The OP stated he had a budget of $600 plus.
The diy route i agree is the best way to go. No sense in investing in old tech.
The 4 or 5 cree cob kit sold by Timber is another option besides the cutter kits.
I ordered the 4 cob cree cxb3590 kit @ 4000k with dimmer running at 1400ma passively(http://timbergrowlights.com/cree-cxb3590-200w-4-cob-kit-meanwell-hlg-power-supply/). I like the idea of running the crees @50% and not needing fans on the heatsinks.
Passive cooling without the huge weight and size of heatsinks is very very attractive to me.
DIY.....the future is NOW!
