I do CFL grows ( and LED - plus Building COB flower light ) but enjoy the simplicity of CFL sometimes. It's basic - it will grow bud ( if done right ) and is a great way to get some grows under your belt.
Use a MIXED SPECTRUM set of CFL BULBS - 2700k and 5000-6400k. At least 100w or Better. I built a hood for a 12 bulb setup but you can use the common light clamp types too. Lighting EVERY part of plant is important. If you have only one plant going then you can concentrate light to all parts.
Using foil is a matter of preference but Mylar is better and far more durable.
I have this white walled corner of desktop that I dressed in Mylar with the hood on drop chains - simple and effective.
A lot of growers will JUMP to tell you to go into HID lights right off the bat , but CFL WILL get you started. Once you gain experience and want to to spend up THEN you can research what light and grow setup you want.
Here is a FULL CFL ( start to finish ) grow - CFL ( if done right ) seems to grow more chunky dense buds ( which I like ) less potential of foxtailing issues , burns or wild temp issues.
