From KNNA 2007 post:the 36% for the Cree red is calculated on radiant Watts.
calculated with LER(about 140 for 630nm) we get
60% for 350mA and
50% at 700mA
same shit happend for white Leds.

So at Tj 50C, the XPE P3 630nm reds are 47.5% efficient at 350mA, 40.8% @ 700mA. Some LED manufacturers use XPE reds but they most likely do not get reels of the P3 bin.
