Liam McKnight signed his medical marijuana licence when he was just five years old. The Ottawa boy suffers from Dravet syndrome, a rare and severe form of epilepsy. It can cause nearly constant seizures that last three to four minutes each. His condition led him to miss time during kindergarten. Liam had 67 seizures the day before starting cannabis oil treatment. The first 10 days he used cannabis oil, he was seizure-free, his mother says.

“He had new words,” said Liam’s mother, Mandy. “He was horseback riding. He was in a boat, he went tubing. He was so happy. We had a little glimpse of what life could be like.” Now six years old, Liam is registered to start Grade 1 in September, with the help of an educational assistant and full-time nurse. On Wednesday, he was counting characters in a children’s book from the world of Teletubbies, and seemingly having a pretty good day. “I went to the park,” he said. “I read a book.”

Even though Liam is licensed to use medical marijuana, taking it in extracted oil form violates Health Canada’s new Marijuana for Medical Purposes Regulations, which came into effect April 1. Under the regulations, the strains of marijuana that producers can sell are no longer restricted, making it easier to find strains high in CBP, the chemical that treats Liam’s condition the best, but low in THC, a psychoactive component associated with pain relief. However, licensed producers can only sell dried marijuana. They can’t sell any derivative products, such as oils or foods made with marijuana. The McKnights receive a boxed shipment of 150 grams of dried marijuana from Bedrocan, one of 13 licensed marijuana producers in Canada, each month. Turning it into the oil that Liam consumes — he takes about a quarter of a cup each day — is not a straightforward task.

“Health Canada says Liam has to smoke it or he has to vaporize it,” McKnight said. “Those are our two options, that’s it. So although they give him a licence, the form of delivery is ridiculous.” Instead, they ship the dry buds to the Montreal-based Medical Cannabis Access Society, where it is processed and extracted into coconut oil. Then, it is shipped back to the family and McKnight sends a sample of the batch to a laboratory in British Columbia that analyzes the oil’s CBP and THC content so she can give Liam precise doses.

Technically, this process goes against Health Canada regulations. “Financially, it’s draining,” McKnight said. “If we were getting an extraction from a licensed producer, it wouldn’t cost nearly this much. I don’t even know how long we’re going to be able to sustain this.” Adam Greenblatt, the executive director of the cannabis access society, said he believes that as many as 60% or 70% of medical marijuana users would use derivative products if they could legally buy them. “There’s a huge need for these derivative products,” he said, speculating there could even be special prescriptions for the products were they standardized. “It’s up to Health Canada to get with the times.”

Isaac Oommen, who works at British Columbia’s Compassion Club Society, a cannabis advocacy organization, said that of their roughly 9,700 members, at least 30% use derivative products such as edibles, oils or tinctures. About 60% of incoming members are patients over the age of 65, and among them, at least 80% or 90% are interested in using those types of products, he said. In 2012, the B.C. Supreme Court ruled that people should be allowed to make their own oils, butters, baked goods and lotions using cannabis, and that designated producers should be able to provide patients with the same. But the new regulations that came into effect in April mean the case is going back to court.

If the court ruling is found to still stand up under the new regulations, the government would be essentially forced to rewrite those rules, Greenblatt said. For McKnight, who runs a Facebook page to raise awareness about Liam’s condition, it’s a matter of common sense. “I really hope that somebody at Health Canada or somebody in this government just finally stands up and says, ‘OK, this is ridiculous. We need to help these kids.’ ” Health Canada did not respond to requests for comment Wednesday.

It's sad to hear about any medical user being denied their right to use a harmless yet very helpful plant, when and how they want. Our government has a self proclaimed "war" on drugs right? Then we should armour up, put our bongs down, and show up at the voting station come federal election day, ready for battle. It's very frustrating to listen to people say " aw, what difference can my one vote make anyway." Each of our "one vote" holds the power to end this bullshit, right here, right now ( October 19th, 2015 actualy).
The Federal Government and Health Canada are essentially hired by us, the voters, right? My opinion is that we need to stop focusing on Health Canada, and even the "medical marihuana " (LOL, see, they can't even spell it...."You're Fired!!!!"...That's what most bosses would say to someone who couldn't get the most simple aspects of their job done ......right?)... issue, and do what the boss needs to do when the employees start to think they run the place. C'mon Canada, time to lay the smack down.
The Conservative Harper Government has not, and will never support any marijuana, medical or otherwise, decriminalization or legalization while they are in power. They have put prison minimum sentences in place for growing the plant to go hand in hand with the mass building of super jails they have contracted at OUR expense. They have fought and hampered the Medical program, and are now, even as we speak fighting what the people ( boss)wants (and have already won in court, I might add) again, at our expense. It's bad business for them to allow what they intend to monopolize and own us on. We need to kick all our friends asses to the voting station and fire these assholes.

The liberals are offering MUCH MORE than just cannabis legalization. They are currently our ONLY shot at getting a DECENT government, rather than one that only cares about oil profits.

can I ask what they are offering? ive heard they don't want any (emery) attached to their name and they only will legalize and that's not for sure. just hype and talk for now. then 4 yrs to be real if he gets in and legalizes.

I'm no expert on the topic. I have read a few times how much of the "push" is coming from the Young Liberals. I have read their stance on how every medical patient should be allowed to grow their own.
I think Trudeau does listen and engage with their Youth branch. I don't think it's just lip service. Just a gut feeling.

The most infamous political lip service is likely "Read, my, lips...."

and trudeau saying he thinks that every patient should be allowed to grow, right now, is along those very lines. This is a BIG FUCKING DEAL, in the divide of corporate predation vs treating yourself. As a medical user do you get to retain any human dignity at the end of the day, when they're finished raping you?

He's had awhile already to come up with something more solid, like an actual official policy that he's got to stand behind and field questions on.

See if you can get trudeau to say that he thinks medical users should be able to grow for themselves, without being added on government watch lists for it, or endure any other unreasonable treatment for it. Or maybe those are just the taxes necessary to grow for yourself as per his vision.

While it was an early critique by the cons, it wasn't out of place or inaccurate. Now it's getting late in the game. Too fucking late not to have a very clear and official policy on it and still harbor a desire to be taken seriously.

So far on the topic of legalization, trudeau is a wet rag, and frankly the activists who are saying otherwise are con artists whose only concern is for their own personal agendas. They couldn't throw you under the bus any faster.

As it stands, their stance on it is so taken for granted, as is trudeau's holy saviorship in general, that the very best of our con artist activists are failing to even challenge them on it, and who else will. That should seriously concern anyone with even half a brain. Your passivity and ignorance have been assured.

PS: Enjoy the self defeating propaganda in this article about how you need a pharmaceutical company to "test" your "can't get high off of CBD's" oil for kids. "Vaping is bad mkay.... kids like pills and standard doses". Obviously that's what's saving them.

I totally hear what you're saying but you have to admit that Trudeau is the only one saying anything along the line of legalization. I think we have to ask at the door...you know they are coming have your list ready...I will and if they start fumbling they're gonna hear about it. They will definitely have to come up with more as the campaign starts and moves forward. Nothing saying I have to vote and I will not hesitate to let them know that as well.

He said more than most but it's all ringing hollow and seriously... fucking mcguinty made that bs "read my lips" promise as his official platform too. Said he'd resign if he raised taxes. First thing he did was raise taxes and the second thing he did was impose fees. When he was sued over lying in his platform the judge ruled "politicians are expected to be full of shit".

You really expect that I should give a shit about trudeau with no more than hot air? But then what, how to do myself justice acting surprised when he buggers us all for it later because nobody held their poster boy to account in any way? It's just a bunch of morons going around chanting "the chosen one...." get fucking serious.

This is not how activism works, nor media nor journalism.. it's how cons work, and ignorance thrives. At the end of the day it's also how genuine users of the stuff get fucked over in every conceivable way while they all make off like bandits singing about how pretty it all looks through their rose tainted lenses that simply aren't accurate reflections of reality. At least in that they're extremely consistent.

To your response specifically, I agree that the young liberals say a lot of things. I think they are free to say a lot more things as a matter of course. There's no cause for reassurance in that.

We're well beyond a requirement for "trudeau is listening", like santa clause. We deserve more, and we ought to expect more. Trudeau listening doesn't mean we'll be at all content with the solution they eventually do regurgitate. He's listening to "green rush" goons more than anyone. Tweed, for example.

I think, if we're students of history at all, we know damn well that what he puts forth will be regurgitated, and we know where it comes from already. So there's no need for us to be "surprised" by it later and now is the time to really fight hard for anything we truly require on the table. The problem is that's not happening. The problem is our hack activists acting like it's a fait accomplis. It's nowhere close. But, they're proud to sell you "imperfect" legislation that can "be fixed later", knowing it's impossible. Throwing us under the bus with the sweetest of smiles. They've done it before and they're doing it now.

I'm just trying my best to understand all the issues. It's not easy for me.
I elaborated a little in the hope that it helps. I sure wasn't targeting you in my response. My concern is more with the people who sell us out, the way they do it, and the price we suffer for it.

It's not always easy conveying these things either. Right now is the easiest time to hold trudeau's feet to the fire. He won't need us later. Right now is the worst time to take the pressure off of him for it.
