Im a new grower and just wont to grow .i havent made it past the paper towle part yet .but im trying to get ever thing i need for it doe

Unless you have the same grow space as I do, you won't be able to replicate exactly what I use. However, I use a BD360-U LED Light in a 4x3x7 grow closet.
It is equipped with a 6" centrifugal fan, with a speed dial.
I grow in soil consisting of Fox Farm Ocean Forrest Soil, mixed with B'cuzz soil less mix.

Buy some 16 ounce party cups, use a knife, and cut 3 holes in the bottom of each cup. Put some bagged potting soil into the cups for now, that will get you into the next phase. A CFL or 2 close to the seedlings will be able to get you going.
When your plants get bigger, transplant them into bigger pots, with better soil, and get some better lighting. A few cups and CFLs will let them grow for a few weeks while you read up in RIU threads.

No nutes, if you use soil. Adding nutes to seedlings will kill them.
Some light potting mix will be good enough for the first few weeks.
When they get bigger, Get some FFOF, mix it with some soil less mix. (peat moss and perlite)
FFOF has all the nutrients marijuana needs to grow, and the soil less mix provides drainage and air because FFOF tends to be a bit heavy. mix about 2 or 3 parts FFOF to 1 part soil less medium.

Just use regular tap water, fill a bottle, and let it sit out overnight with the cap off so the chlorine evaporates. Tap water also has some trace elements in it that has nutritional value, which expensive distilled water does not.
You can begin flowering whenever you want, as young as a seedling.
However, the longer you keep your plant in vegetation mode the bigger yield you will get.
Veg the plant longer if you want many bigger buds.
