I think his ppm meter is probably off.
I have a cheap one that measures at 1/2 what an expensive one measures.

I usually run no greater than about 1000 in the middle of the flower. Seedlings are around 200, veg around 400-600 and flower from 600-800 usually. I'd also calibrate your pH meter.

In veg fixing too 500 ppm
