I remember back in the mid to late 90s HIgh Times or Cannabis Culture had an article/guide on how to build a grow in a galvanized trash can. They used a circular florescent on the lid and then ran the straight tubes down the insides of the can, i don't recall how many. They cut some small holes on the bottom of the sides and the lid for ventilation. How they cooled it and kept it from becoming a large homemade easy bake oven with those lights in that tight of a space I don't know because I doubt pasive would've been enough.
I remember realyw anting to do it but I was living at my mothers and thinking it would be odd enough having this big galvanized trash can in my room them having it hum or whatever the fans would do would definitely give it away. Now that we have low heat high powered leds this would be a great way for someone to grow a few plants without having to worry about building a grow box. A couple of trash cans in the garage or shed wouldn't be suspicious and would give a person a couple plants to keep them supplied
