If you know what you are getting in to, WSS is a great place to get some seeds. It's cheap access to some underlying good genetics in Canada where we are somewhat limited in access to these breeders, in comparison to the US. I think he's pretty straightforward about the history of the seeds you are getting, mother, father, F1... so you know what you are in for.
If it's a pheno hunt with some chucking of your own then it can be a good start and lots of fun. If someone is looking for a guaranteed hit then it's probably not ideal.
I find jahseeds to be similar, not a big name breeder, but interesting offerings. Different though, with more older classic Canadian lines (ISS, God Bud).
Main thing is their prices are reasonable for access to name strains (or combos at least) and I do believe them to be legit in the lineage of their seeds.
As grojak says though there are also some great worked line breeders in Canada also. I believe Peak Seeds may be back and fully legalized now. His strains are great and incredibly well worked for many years. Great guy to deal with also.
