Maybe starvation is just a bad word to use. But in many grow books and articles I have seen the word "deprived" is used in explaining the wet/dry cycle early on and it's kinda the same thing.
I do think, especially for noobs, that the visual effects of over and underwatering are similar with drooping leaves. But overwatering is a more prolonged effect, where as wilting comes on quick and is very distinguishable after wilting has fully set in.

I must say to that even though wilting is bad period, it's more unwanted in flower as it can do more damage there than in veg where one should practice the wet/dry more. In flower I tend to keep my girls on a much shorter wet/dry cycle and sometimes water them even if they don't need it quite yet.
So many other factors as well.
