Before HID was created the few indoor growers used CFLs but you have a single 15w lamp in a 4sqf area, which is very, very low. I would suggest to get more watts/lumens if you want to harvest a decent yield

A 15W bulb is fine, but you'll need about 20 of them at least.

Can you order online and have something delivered? www.htgsupply.com or www.hidhut.com have decent prices on fluoro tubes if that's what you're after. Otherwise, you should be able to find CFLs just about anywhere. 26W or 42W are the most efficient, but again, you're going to need many.

CFLs are safe, but if you really want fluoro tubes go for T5 high output fluoros.

40W per bulb x 2 might be okay while the plants are small and in vegetative mode, but you'll still need more once they go into flowering. Keep in mind that the color temperature of the bulb is also important.

You want a "cool white" bulb, around 2700k for veg and a "warm white" bulb 500k-6500k for flowering.
