looks like a descent starter set up . I would recommend the 6" air cooled hood with glass . I use one like this ( a 600W ) and I can get the light down close to the girls . The digital ballast is awesome . Stays cooler and produces less heat than a magnetic one . Lower electric bill . With the 400W lights , you can get replacement bulbs from Home Depot . Those bulbs work just fine .
Over all ....... a good investment .

I would say on average ....... 4 plants .
You could do a few more if you kept them short .
A lot of growers like big , tall plants . In my opinion , more smaller plants work a bit better . Less popcorn buds.

how many girle will 400 watt do?
Depends on your style of grow? I have grown as many as 16 plants under a 400 pulling close to a pound. I have also ran 1 large plant. For me, growing more smaller plants gives me a better yield then 1 or 2 larger.

It's a good price for what you get....but.....I've learned the hard way that going cheap on bulbs just isn't worth it. My experience with cheap bulbs is that you might get one good run with them and then they degrade to the point they're useless.

If money is tight...by all means go with this set-up...it's better than CFL's. Just keep in mind that you should get a good quality HPS bulb for best results.
