Will this site produce bud with the fan leaves removed?

Yes, if the nodes have started the next set of leaves above and it’s long enough, you can ditch the fan leaves (if needed) and still get buds

Ooh sorry I misread I think; do you mean will it produce bud in the spot you circled?

if so then no, those spots do not produce bud. Just a calyx

Absolutely. Although I would like to inquire as to why. Depending on strain and phenotype the bud sites may grow together here, conditions permitting of course. You may want the fan leaves, only reason I ask why.

They might swell a bit later on but no, you don’t usually get bud growth there
(unless you have a mutant plant that decides it’s a fun idea)
