Take your pot and tip the soil out very gently, wash over with a glass of water while you do it. You run the risk of fungal attack if they are buried and not germinating.
When you see the seeds if they have a wispy white root, just bury them so that the root is below the soil and the seed is on top.
If there is no root just the seed (wich I suspect there will be) take them out.
Maybe its the quality of seed but I have never yet had one seed that hasnt germinated.
Take a glass, any type, I use half pint straight glass, put tissue inside to line the glass from top to bottom, only one layer lining the inside of the glass. Fill the glass one third with water, pull edges of tissue away and drop seeds down about half inch. Tip the water at least once a day up to the seeds, I always grow mine on the windowsill!?!? I let the root grow to about an inch then plant with leaves just two-three mil above the soil.
