Will My LED Be Ok to Veg Seedlings? 9 or 15 plants in a 5x5?

Hi guys! So I'm doing my first grow in a very long time, using modern tech! I'd like to know if I can start the seedlings under the same light and tent i'll use throughout.

The setup is:
Mars Hydro FC 6500, I think it's dimmable
5x5 Mars Tent,

I will be starting from scratch so I'm wondering if I can dim the light or have it higher to start the seedlings?

Also I can't decide if I aim to fill the tent with 15 x 7 Gallon Pots or 9 7 Gallon and veg for longer? (by flowering)

I just started my seedling under fce6500.

Yes it’s a bit much but if this is all you have then have at it.

Personally I would dim and run a bit closer to save a bit on hydro but I can also move my fixture up and down with ease.
