will lights work?

ok so i just started germinating a couple more seeds and a taproot already showed now i have been reading that it is not in you best interest to start under an MH right away so can i use these flouro P O S lights that i bought or should i just put the MH 18-24 inches above?

it will get them started... but you wont get much buds it you finish with them.

yeah i understand the whole budding thing i plan on getting a 400watt hps for flowering. im just wondering in seedling state if i should/could start my plants under those walmart lights.
