While the fan leaves do shade the developing buds they also act as solar collectors, The more leaves the more photosynthesis and the more photosynthesis translates into more energy for the plant to put into flower development which will translate to more buds. Plants are pretty smart in the way they go about things and fourtunatly both you and the plant want the same and that is to produce flowers (though the plant just wants to produce as many seeds as possible you want the most buds possible). If the leaves are healthy and green they are still produing energy that will benifit the growth of your plant and as you get further into flowering you will find that the plant will reabsorb the stored nutrients in those leaves and redirect them to the buds (the leaves will go yellow and limp when they are no longer benificial to the plants growth) and when they go yellow is the time i remove them (also dead leaves are great starting points for mold)
What strain or type are you growing? You have nearly 8 weeks left for those buds to mature so unless you are growing one of the stupidly long flowering haze types you should be fine.
