Someone asked me this question yesterday and to be honest I don't know.

If a plant is locked out at the root level, say it was overwatered or something, can it be fed foliarly with any success?

Yes but the plant will not get back to health without nutes and water being drawn from the root system. Foliar feeding only works at cool temps (before lights on or sun up,sun down), as this is the only time the stomata is open.
