Will a 600w hps work in a 2x2x8 grow closet???

Wow, I'd think that if u have a cool tube reflector, or made one from foil faced insulation board, u can seal off any high heat issues. Then overdrive a new high qual 400watt hps bulb, on your 600 ballast. I agree too to make a bigger tent. Can't imagine ever buying a grow tent vs. pro quality camping tent or just make one with new zippered sleeping bags. All they do is keep light from escaping. Foil faced iso insulation board 4x8's for <$10/sheet does same thing. No?

I assume that a lower wattage for equivalent lumen output would make them use less energy and therefore put out less heat -- so they'd also be more efficient/dissipate less heat? I guess based on what you're saying theyre probably just as efficient and put out heat as well...

But if he has a 600w light that's too much, couldn't he pass it through a dimmer -- thus lowering wattage output and heat output?
You can run a dimmer on HPS. You would need to buy a 600 watt that is dimmable. Not feasible. I use led and it works great for me. But I'm running 1300 watts......in a 3x3x8. Dual 4 inch inline and a 6 inch fan with charcoal filter A bit hot....But blowing up. Using a 400 watt bulb on a 600 watt system will wear that bulb out fast if it does work...Not suggested by the manufacturers.
