Why wont my seeds sprout?

i like to use a heating pad as well i use until transplant time 3 weeks then under big girl lights

it is true that light is not needed until seedling breaks surface of soil unless used for heat

seedlings like 78 to around 82 f not to hot

I've never done the whole soaking seds in water then transplanting into medium, but can this act traumatise seedlings? That could be why they're taking a while, but whatever the cause 2 days is no time at all. Is it?
