Why Seedlings are taking forever to grow?

Strain - CropKing feminized white widow
# of plants - 2
Grow Type - Soil
Grow Stage - Seedling
Lights - VIPARSPECTRA V300 300W
Nutrients - General Organics GO Box
Medium - Eco Scraps Potting Soil and Perlite
pH - 6.4
Room Temperature - 75-80 F

Problem: My seedlings are taking forever to grow and I'm not sure what to do about it. They sprouted 2 weeks ago and the growth has gone to a slow crawl lately. The cotyledons are turning yellow and the new leaves seem brown at the edges. Can anyone please lend a hand?

Humidity dome
I ran 2 seeds one without by flower. I had what looked like a cutting outside the dome and a big bush in the dome

what is your temps/humidity?
what is your light distance and watts from the wallV
Try using a seedling mat to warm the root zone and achieve a faster dry back.
Water pH'd at around 6.4, the light is about 18", 18/6 cycle, and the soil doesn't smell rancid and no warm sensations
