Why no clones at local dispensaries

In the Cincinnati area, they don't sell clones at any dispensaries. Is it legal to start my own clone business?

Probably not, or someone else would be doing it already.

Have not seen and clones in Dayton or Cincinati. There is a few places in Michigan for N Ohio but not leagal for interstate. With the advent of 6-12 in Ohio clones and seeds are coming just going to be slow. Waiting for the market to reset to bs priced and adult use goes down in flames due to price.
