Why is one of my plants growing slow and not looking to good

So I have 2 bag seeds one of them is looking real good and healthy but the other one is growing slow and doesn’t look to good is it me or the plant don’t no temps get up to 78 degrees humidity around %55 no Nutes right now both topped if u could help thanks
Plants from seed differ in Vigor immensely! If nothing is different between the two as far as care, then I would guess you are simply seeing the difference in genetic expression.

Each plant runs on their own terms even from same batch. Sometimes topping and heavy training slows plants response as it tries to recover.

Tell more about your grow ....

Lights
Distance to canopy
water ( tap / RO / whatever )
Ph
Soil ( medium ) or SOILESS

roll the sides of the pots down, you are restricting airflow big time
Or just cut them down with scissors like I did, about an inch above the soil. I made the same mistake. (And I think @Powertech was the one that point it out to me too.) Fabric pots are super cheap and basically disposable anyway. My ladies perked right up and started growing better after I did that.

I'm having the same issue with two of my plants. Both Auto Diesel. One is 16-18" tall, the other about 10". They look completely different too. I basically told myself "It's gong to be weed....just grow it and see what happens."

Your leaves look a little droopy. How often are you watering?

Maybe time for a trim to get rid of some of the big fan leaves? (Especially down low.) That'd give you some room under the canopy. (Just my thought...I could be wrong, as I'm a newb too.) Here are pics from yesterday before/after I trimmed up my bigger/bushier plant, and here it is today...24h later.
