Why is my male not producing pollen?

I topped my male because it was too tall and the girls weren’t ready for his pollen. Now the remaining balls that opened aren’t full of pollen

Could be sterile but I don't know much about male cannabis. That's my only thought if you know for sure some have opened without any pollen.

No the top I cut was producing pollen so I figured the bottom would as well
