For veging it still depends on how much area you really need to cover, but you can get decent results with lower intensity bulbs.. I'd say 1 cfl of any type will handle a plant until its about 6" tall, then expand so you cover as much of the plant as possible with light roughly equal to what was cast on it by the one in the beginning..
A 42W or higher will still cover more area though, and you'll really want those for flowering anyway if you're bent on cfl..
