Spend $100 on a 400w HPS. Spread the rest around cheap medium (maybe dig it out of your garden) use some gravel too, this will act kinda like perlite, although be careful to remove sharp stones. Cheap seeds, then some cheap vegging nutes.
Light is the most important thing to your grow. If you go flouro your first grow you will regret it. Not only will you have to wait forever for them to finish but the buds will be small, and you'll be lucky to get a cola... maybe a tiny 6" one.
The more you spend the better your results will be. My nutrients alone come to not far off a $1000. I have 3 400w lights and a 300w UV bulb, there's another $500. Already we're on 10 times the amount you have to spend. Then there's ventilation, electric...
Growing indoors is expensive if you want to see any kind of results. Maybe you should consider growing outdoors instead?
If you would only double your investment you would have just enough to scrape through a decent grow, see a return. If you only spend $150 you will be throwing away your money, imo, and you will have very little satisfaction at the end. Invest in the right things now, then you can build upon what you have. A decent light is a MUST.
