Why does my HPS keep shutting off, then 10 seconds later turning back on??

If this is commonly a ballast problem then why does mine do it a 600W HPS but not with a 400W MH?
There is a different sized capacitor for every output so by using the process of elimination like u did your telling me your dielectric in the capacitor for the 600w output is done. If u have a better brand ballast its ez to replace.... if not your gonna have to test yoyr electronic skills.

If it is capacitor eezy breezy lol. 2 terminals that are either soldered or push on connectors. $20-$40 at wholesaler. But is it the capacitor??? Pull it apart have a look. if you can remove the cap. take it to electric motor shop and they will test it and sell you a new one. Tell em its for an air conditioner.
