What a depressing subject.

If we're talking about the worst at the persons own hands, and CONFIRMED kills, then Luis Garavito takes the cake. If we included likely victims, then Thug Behram takes the cake.

Killed 140 young boys and got 30 years reduced to 22 years....THANK GOD he didnt get busted for smokeing pot or he would of been in jail for a long time.
