Don't you clone it when it is much bigger and during flowering? No offense but it looks like during Vegging you took a snip of one of the branches and stuck it in soil.

The light placement is ok if it was the first five days, weak light for that and then just one of those cfl's within two inches or so would carry it the rest of the way. That is a sad sad clone indeed. That stem is going to give up and it'll fall over and try to die soon. To force it to stay alive you will have to stake it now and move those leaves within 2" of ONE of those lights.
