Age: 4 Weeks from Seed
Soil: Happy Frog
Water: Well Water, 6.2 PH
Light: 18/6

Right now they are 4 weeks old from seed. As you can see, they are small, I have no idea why. They were in larger pots with rockwool, but there was no root growth whatsoever. Any input would be greatly appreciated.

your lights would be my first guess. get yourself a couple of 40 watt cfl's and put em about 2-3 inches from the tops depending on how hot the bulb gets. how much nutes are you giving, and how often are you watering?

This is my first soil grow. My first was a Top 44 Hydro Grow that went terribly wrong during the 2nd week of flowering, they were completely nute burned. I am not giving them any nutes, they are just in the Happy Frog soil. I water once every 2 days. I could try moving them more towards the CFL's. I have a 400 Watt Metal Halide as well, but the last thing I want to do is stress these plants. What would you recommend I do?

I would whip out the 400w put it about 1.5-2 ft from your plants for the first couple days then after that keep it at about a foot away.
I would also check the PH of the run off water. I always ph at 6.0. Water them til the run-off ph is 6.0
also make sure you r letting your soil dry out a little before you water. Soils that stays soggy create a poor root system.

Alrighty I will pop them under the 400 watt tomorrow. I just put them about 2 inches from the CFLs in the meantime. I will post better pics of my setup as well.

Yeah that is the 400 watt you see there. It's about 1.5 feet above them. There is an oscolating fan in the room as well you just can't see it in the pic. There are a few new leaves coming from the center which is good that there is actual growth. I have another grow on that table (at the very bottom). 5 White Castle feminized. 3 out of 5 have sprouted after just 24 hours. They are in some coco.

Well they don't look any different at all. Do you think I should transplant into some Ocean Forest? They are in a pro-mix/Happy Frog right now.
 
stay with happy frog. get those cfl's much much closer and give them more root space. i have WW in my signature as a journal.
If they were a week old they would look great.

They are under a 400 watt Metal Halide. I should transplant into larger containers? Also, should I maybe do a foliar feeding of rhizotonic? That should help root growth.

they are fine in the continers they re in for now, i wouldnt foliar feed them anthing either, just be patient, now that they are under mh they will shoot up.

Transferred 2 of them into some DWC 5 gallon buckets with Canna Vega nutes. They are alive after 2 days and I think they have gotten a bit larger as well.
