White spot on my seedling that’s recently popped up

I’m very new to growing, this is my first grow and I’ve noticed a strange white spot on my freshly popped up blueberry mango seedling. Is this normal? If not what are the solutions to solve the problem.

I don't know what the white spot is, but what type of medium is that.

It looks absolutely saturated with water. That'll dampen off and possibly kill the plant.

It’s top soil from a gardening shop, I’m all new to growing so I’m going to make rookie mistakes, I was looking everywhere for something similar but couldn’t find anything regarding the issue with my seedling
 
I thought a sprout had 2 round leaves to start. then it gets its other 2 jagged edges seeds but doesnt this one have 3 round leaves? Be easy on me if I'm wrong. I'm a noob too lol
 
My other 3 are doing okay it’s just this one I’m having a problem with, if anything happens to it I’ve got a Creme Brulee auto to replace her
Nice man. I'm learning I'm on my 3ed grow. First two were under incandescent,cfl, and sunlight. But this 3rd one is under a 600watt hps. I'm expecting better yields this time around

So then, I stuck through the growth and thought I’d update everyone on how she’s doing, she’s about to go into flower (pistols are appearing) I haven’t topped her she just grew this way. I had to defoliate her a little bit as she was just a huge bush :), so many branches for such a small plant
