Which seed bank(s) would be best for buying seeds by sending cash?

Where can you use cash anywhere on the internet? PayPal not secure enough for you? I think if you want to trade cash for beans you need to do it at a club in a medical state.

sending cash to reputable seed companies in europe is no problem. you'll receive an email comfirmation when your money arrives. takes a little longer - about 18 days. GL

Maybe try money order or cashiers check if you're worried about credit card or personal check?

Depends on where you are. In the UK I just buy them in shops.

go to walmart and grab a prepaid credit card with that cash and problem solved.. i wouldnt send cash through the mail

I have used prepaid cards and money orders and my visa. I wouldn't send money any where. They all work visa called my house and ask if I was ordering some thing out of the US.
