If we can assume that he had been using a vegging fertilizer that was at least adequate and feeding in sufficient amounts we could assume it unlikely he has an N deficiency and it is likely a conditional response by the plant(s). If he used decent vegging fertilizers but underfed his plants resulting in an N deficiency using Big Bloom, or any flowering fertilizer, would be unlikely to supply the plant(s) what is needed. Vegging fertilizers have higher percentages of N than flowering fertilizers so if he has a deficiency after using a higher N fertilizer it will be difficult to catch back up by feeding a fertilizer with less N.
If he has an N deficiency, which I tend to believe at least somewhat unlikely, what would be best is since he if very early in flower and the plant(s) have not fully transitioned into flowering I would feed one more time with the vegging fertilizer, in a slightly stronger mix, and try to catch up on the N and then start with the next feeding with the Big Bloom.
The only other way a correct amount of/balance of N would eventually exist for the plant(s) is if the low N level remained the same and did not fall lower and as the plant(s) progressed in flower and required less N, in time the requirement would drop to meet the supply. But by then real damage would be done so no one would want to attempt to rectify a situation of that sort in that way.
Lacking pictures, good clear pictures and hopefully many of them, it is impossible to say but my gut feeling is N is not a problem.
While it would not be proof even a decent description of his setup would be enough to pretty much figure out the likelihood of it being conditional/situational or a deficiency. If say he has a 250-watt light and at best average reflection, and vegged to about 18 or 20 inches, well really just about anything over 10 or 12 inches, before going to flower, you can bet the lower portions of the plant(s) are light-starved. If he burns a 1000-watt light and had top reflective material it would be a half-safe bet to guess deficiency.
