When should I start to pH balance my water for these little guys?

Hey everyone! My seedlings are currently on day 4. So far I’ve just been keeping the top soil moist with tap water. Should I start to pH balance the water and what would be a proper pH for Happy Frog soil? Also, when do I give them a full watering instead of just keeping the top soil moist? Thanks!

6.5 for soil

I just dropped it from 40” to 36”. Is that good enough? I’m using the electric sky 300 v2 LED.

I don't know anything about the light, so I can't help much. I'd get them closer little by little.
