Simple answer to that question: when a stupid person smokes it

I don't think drugs being legal is going to make more people who wouldn't do drugs normally go out and try them, it may make people who don't do drugs because of legal ramifications feel more free to do them though, they could make heroin, speed or coke legal i wouldn't be going out standing in line to get some...

They should legalize all drugs for 10 years, after 10 years re-evaluate the law and go from there.
I think the gene pool would have a good chance of self cleaning and we would all be better off in the long run.
