When is it alright to flower?

I have two plants that are ten inches (possibly bigger) tall. One plant had stunted growth and has been growing for about 2 months while the other has grown for about a month. I also have two other small plants at about 3 inches tall or so that were started with the one month ten inch plant. I am wondering if I can start to flower these two plants and maybe just move the smaller plants to the basement keeping them under the VEG lights. Any help is appreciated, thanks. Pics are below

What is your lighting situation like?

I prefer to flower from clone at about 6-8 new nodes with a height of about 6 inches tall. This is done under a 1000 watt HPS bulb, 8- 12 plants. Each plant eventually yields 2-4 ounces.

Letting plants get BIG in the veg phase is not something I fancy.

Im growing with CFL's each are 26w equivalent to a 100w bulb. They are the daylight kind and there are 12 in the closet hanging above 4 of the plants. I am somewhat new to this, I mean, i have been growing for a while but terms like "nodes" i am unfamiliar with. But that is my lighting situation so thats what im dealing with, also what do you mean by 6-8 nodes haha my B but i dont have much knowlege on the terminology. Thanks.
